Housing Recovery Planning Map

This Housing Recovery Planning Map is a thematic map application that serves as supplemental material to the NCDP-administered FEMA Community Housing Recovery trainings delivered through the NCDP Training Center. The application delivers a curated set of data layers that have a high degree of relevance for disaster housing recovery planning activities and can serve to enhance local understanding of contextual factors to be considered in the planning process. This application aims to supplement training deliveries and serve as the source of localized discussions during the pre-existing training courses however, this resource is available for any type of organization currently engaged in or wishing to engage in disaster housing recovery planning or advocacy.

The map includes layers that are related to disasters, such as floods resulting from storm surge or riverine flooding, earthquakes, or wind damage from earthquakes and tornadoes. These events have a direct link to housing damage and are greatly influenced by pre-existing vulnerabilities which may be tied to housing policies and zoning, accessibility of flood insurance, mitigation measures, and social factors. Many communities are in a pre-disaster housing crisis which may be exacerbated during a disaster. Access to pre-event contextual data can help enhance planning efforts.

Variables in the application include population density, housing stock, historically redlined neighborhoods, homeowners insurance coverage, percent paying off mortgages, poverty and income inequality, HUD-assisted properties, NFIP flood insurance, social vulnerability, flood risk to residential properties (ZIP code), eviction rates, hundred-year flood zones, and other demographic variables. Data are included at the Census Tract level and when unavailable, at the County level. Users can toggle on and off layers of interest and click on each Census Tract to view its value. Any view may be printed to a .pdf or .png for embedding in presentations. Layer descriptions including source data locations can be accessed by clicking the “i” icon in the map legend.
